Jennifer Rogers
LTSS PROGRAM ADVISOR
Jennifer Rogers is an accomplished executive leader with over 23 years of experience advancing Long-Term Services and Supports (LTSS) across Medicaid, Medicare, and home- and community-based care. Throughout her career, she has been recognized as both a subject matter expert and an operations strategist, with a proven record of designing scalable programs, building high-performing teams, and improving care delivery for underserved populations.
Most recently, Jennifer served as Vice President of LTSS at Highmark Wholecare, where she developed the organization’s LTSS program and led preparations for a major statewide RFP. Before that, she was Director of LTSS at AmeriHealth Caritas, where she helped launch Pennsylvania’s statewide Community HealthChoices program. In this role, she oversaw more than 700 staff serving 170,000 participants across 67 counties and guided the plan to achieve NCQA LTSS Distinction.
Jennifer is passionate about operational excellence—creating tools, processes, and training that enable organizations to work smarter while ensuring better outcomes for members. She believes the true measure of LTSS success lies in empowering people to live independently and in the settings of their choice. Known for her ability to lead with strategy, empathy, and execution, she thrives at the intersection of change leadership and sustainable program design.
She earned a Master of Healthcare Administration from Saint Joseph’s University and a Bachelor of Science in Psychology from Colorado State University.
Outside of work, Jennifer brings the same energy and curiosity she applies professionally to her personal life. She enjoys skiing, lake swimming, traveling, and learning tennis, as well as spending quality time with her husband and two sons.
